Huge surf park announced for 6,000-acre development in Pasco County

by Andrew Harlan

Tampa Bay is riding the wave of excitement with the announcement of Peak Surf Park, a massive surf-focused attraction planned for Pasco County. Tony Miller, the visionary behind the project, secured a land agreement within Two Rivers, a 6,000-acre master-planned development. The park is set to transform the region with its blend of surf culture, entertainment, and lifestyle amenities.

After nearly two years of searching for the ideal location, Miller locked in 35 acres in Two Rivers. Located in central Pasco County, this spot gives Peak Surf Park easy access to residents across Tampa Bay and West Central Florida’s coast. The park is scheduled to open in late 2027, promising world-class waves and unforgettable experiences.

The centerpiece of Peak Surf Park will be a state-of-the-art surf lagoon powered by Surf Lakes technology, an Australian innovation that creates consistent, high-quality waves for surfers of all skill levels. Alongside the lagoon, the park will feature:

  • Half a mile of sandy beaches
  • Concert and event venues
  • Bars, restaurants, and retail shops
  • Fitness and wellness facilities
  • Spaces for education and business

Tony Miller envisions the park as more than just a surfing destination. “I want to create a truly unique, unparalleled guest experience in the Tampa Bay area,” said Miller. He sees the park as a hub for community, adventure, and entertainment.

Two Rivers is a fit for the new Peak Surf Park

Two Rivers, developed by Eisenhower Property Group, offers a mix of residential and commercial spaces designed for luxury and convenience. Residents will enjoy a private social club, pickleball and tennis courts, swimming pools, and playgrounds. The community’s highlight is an 18-hole golf course designed by acclaimed Scottish architect David McLay-Kidd.

The surf park will complement these amenities, creating a vibrant destination that blends outdoor adventure with resort-style living.

Maor economic impact expected

Peak Surf Park isn’t just about fun — it’s set to make waves in the local economy. An economic impact study by Hotel & Leisure Advisors projects the park will generate over $1.3 billion in annual business output within its first decade. The park is also expected to create about 700 jobs per year and contribute nearly $150 million in combined tax revenue to the state and county over 10 years.

To kickstart pre-construction efforts, Miller launched a crowdfunding campaign for accredited investors. A second campaign, aimed at retail investors, will roll out early next year. Interested investors can learn more at www.peaksurfpark.com.

Crowdfunding the surf park dream

The road to completion involves a year of entitlements followed by 18 to 24 months of construction. By late 2027, Peak Surf Park aims to become Tampa Bay’s ultimate destination for surfing, relaxation, and community.
